PARC Resources exists to help communities, organizations, governments, and more achieve their community development visions. We work with local advocates envisioning projects to improve their communities and provide our unique skills to help make those projects a reality; from grant-writing to planning and more. We offer a range of grant writing services; finding the best resources, designing the strategy, and executing the plan. Most of our clients hire us to complete the full application, including developing the budget, filling out all forms, writing the narrative, and submitting the application on behalf of our client. To support these grant writing efforts, and increasing funding access generally, PARC Resources monitors the continual release of federal, state, local, and foundation funding opportunities throughout the country, and particularly in the western part of the United States. We provide extensive planning services for clients – from strategic planning to feasibility studies to fundraising and capital campaign plans. How can we help you successfully prepare for and implement a meaningful plan to achieve your community development visions and projects? We do not want to develop a plan that sits on a shelf gathering dust, but one that is truly useful to the community. To that end, our planning projects generally include stakeholder meetings, community interviews or surveys, and feedback from the board or council, employees, and volunteers to ensure that we have a comprehensive look at the needs of an organization from every level. Some example planning documents we have helped prepare include: Business Plans, Capital Campaign Plans, Comprehensive Plans, Feasibility Studies, Fundraising Plans, Land Use Planning, Communications and Marketing Plans, Market Studies, Sustainability Plans, Strategic Plans, Parks Master Plans, Organization Development Plans, and Transit Plans.

Often, a community or group is trying to develop an organization, program, or service, but needs support to make that vision a reality. We work in collaboration with your communities and organizations to help local stakeholders take “ownership” of the project and create something that is both meaningful to you and reflective of the communities you are a part of. From visioning to taking the steps necessary for that vision to become a reality, PARC Resources can help.

Our capacity building services are designed to be highly customizable and responsive to your needs. Services can include planning documents similar to those noted above, training options such as board training and/or skill development, facilitation services focused on bolstering collaboration and community agreement, and more. Capacity building also includes key tools to help you build your community capacity or help your organization prepare strategies for its next steps.

Many of the following services can be a component of a planning document, but can also be standalone capacity building activities: SWOT-style analysis, Goal setting, Facilitation, Market analysis, Community/stakeholder surveys/interviews, Board, Employee, or Volunteer Manual development, Whitepapers, and much more.

PARC Resources has a long history of helping communities and organizations achieve their capital projects – from building new facilities, to acquiring, renovating, and/or repurposing existing facilities in their communities to determining what is doable or possible. Often communities have some capacity and buy-in to make their community development projects happen, but they need facilitation services and supports to move forward. This is where PARC Resources comes in. We have extensive facilitation experience – to support planning and implementation through diverse stakeholder collaboration. Whether this is one meeting or a longer-term process, PARC Resources can help!

We offer training to organizations on a variety of topics including capital campaign development, grant writing, fundraising strategies, grant compliance, board training, and other similar topics. We have worked with regional organizations such as the League of Oregon Cities, Special Districts Association of Oregon, and Nonprofit Association of Oregon, as well as national bodies like USDA Rural Development, to deliver workshops to a wide audience. Once an organization has received grant funding, it can be helpful to enlist additional support to ensure the project is accomplished as designed. PARC Resources can help clients in administering these grant-funded projects, keeping the project moving forward, meeting milestones, and reporting to funding agencies. This could include: Fiscal management, Preparation of Environmental Review Records and completion of release of funds process, Record keeping, Preparation of status reports, Procurement; preparation or project revisions and amendments; compliance with national objectives and wage monitoring and compliance with program regulations; preparation of close-out documents and other work required to implement and complete your project, and more.

PARC Resources often incorporates community surveys and data collection into our other projects as communities are experts in what they need. Designing data collection methods to improve programming and projects, and meet community or funder expectations can be challenging. PARC Resources is here to help.
